I am going to be in Hamburg for a congress and the only free time I%26#39;ll be having is on Sunday afternoon. Have the new laws allowing all-hours shopping been implemented in Hamburg? Thanks in advance for your help.

There are no new laws allowing all-hours shopping in Germany, and will not be in foreseeable future. The law change was simply a transfer of responsibility for determining the opening hours from the federal government to the local (state) governments. While many states consider allowing 24 h shop opening from Monday to Saturday, the shops will stay closed on sundays. And it%26#39;s good so.

No. Shops in Berlin are not generally open on Sundays.
They can be open on the 4 Sundays in Advent (the 4 weeks before Christmas) from 1pm to 8pm. Exception if the 24th is a Sunday itself.
Than they can open at up to 4 Sundays given free by the administration for shopping (but not possible for important public holidays).
Such a rule exist nearly in all German states. In bigger cities these shopping Sundays are often defined district wise (e.g. together with markets, festivals etc.).
Than they can open on 2 Sundays if there are special events. E.g. a company jubilee or a street festival.
That%26#39;s something more Berlin specific. Generally they have more exceptions on this like others.
